I made some changes to some of the plots:
First, in the bar graph on regions, I decided it was getting unreadable.  So, I made a double plot:  first is a stacked bar with the cases per week throughout the epidemic, and the second is the average daily cases  (per week) for the last 3 months.
Another change:  I placed the growth rate in the 'line plots' Situational AwarenessAcross the commonwealth of Virginia, there were 953 reported new cases of COVID-19.  The number less than one standard deviation below the recent average, in other words a typical  Overall, cases are flat  for the last three weeks. It is worth noting that, over over that time, 22% of the positives have been from colleges; today,  colleges account for 14% cases.   Regionally, all districts showing are flat to negative case growth.
